Westminster Hall Conservation Project

Westminster, Greater London

Michael Middleton Special Award

Presented as a memorial and tribute to Michael Middleton CBE, who established the Civic Trust Awards in 1959, to an outstanding restoration project or new build within a conservation area. Sponsored by BlueLight Management

Westminster Hall’s recent conservation project exemplifies excellence in historic building preservation, showcasing innovative techniques and a commitment to balancing architectural integrity with modern functionality. As one of the most significant medieval halls in Europe, its restoration not only preserves its architectural splendour but also enhances its role as a vital space for public and political life. The conservation approach of minimal intervention underscores the project’s respect for the Hall’s historic fabric. Grounded in thorough historical research, extensive site surveys, and trials, the design team skilfully blended established conservation methods with modern innovations. For instance, nano-lime was utilized to consolidate the carved medieval Reigate stonework, and latex poultices containing potassium hydroxide effectively cleaned stone surfaces without compromising their integrity. Such specialized methods highlight the project’s tailored solutions to preserve the Hall’s delicate materials. The restoration of the roof lantern, a vital component of the Hall’s architecture, is particularly commendable. Enhancements to rainwater drainage and thermal fatigue resistance ensure its longevity while maintaining its historical appearance. Improvements to the oak fan vaulting’s design and fixing mechanisms addressed long-standing structural vulnerabilities, reinforcing the building’s safety for users without detracting from its authenticity. The installation of a new stained-glass window celebrating Queen Elizabeth II’s Diamond Jubilee is a fitting homage, adding the first permanent artwork to the Hall since the Reformation. Simultaneously, the addition of step-free access ramps and handrails demonstrates a thoughtful approach to inclusivity, ensuring that the Hall remains a welcoming space for all visitors. The project’s phased execution also reflects exemplary planning and stakeholder engagement. From cleaning and conserving the internal masonry to discreetly incorporating modern fire detection and building services, each phase was meticulously managed. The preservation of the medieval hammer-beam roof and lantern ensures that the Hall can safely host major events, as demonstrated during Queen Elizabeth II’s lying-in-state in 2022. Funded by UK Parliament and managed through its Strategic Estates department, the project serves as a model for public-sector conservation efforts. By adhering to rigorous procurement processes and ensuring transparency, the restoration highlights the value of investing public funds in preserving national heritage.

“Westminster Hall’s conservation project not only safeguards an iconic structure but enriches its historical and cultural legacy. It exemplifies how thoughtful restoration can enhance the functionality and accessibility of a historic building, benefiting both the community and future generations.”
